Kutumba Rao stated TOR is against the federal spirit

In an exclusive interview, Andhra Pradesh State Planning Board Vice-Chairman C Kutumba Rao said the purpose of Finance Ministers’ Conclave is to finalise a draft against Terms of Reference (ToR) laid down by the 15th Finance Commission and submit it to the President of India.
He said several states are opposing the ToR as they will get less funds for various welfare schemes implemented by them. Kutumba Rao stated ToR is against the federal spirit and it will become a trigger point in the days to come.
